De SPM is nu vrijgegeven en dus kunnen we zien in hoeverre twee belangrijke statements over attributie (zie mijn eerdere bericht) de afgelopen dagen tijdens de onderhandelingen over de eindtekst zijn aangepast. Het blijkt dat ze inderdaad zijn aangepast. De wijzigingen zijn niet heel ingrijpend maar sommige veranderingen zijn heel interessant.

Hier nogmaals de concepttekst over de attributie van extreem weer:

There is evidence that some extremes have changed as a result of anthropogenic influences, including increases in atmospheric concentrations of greenhouse gases. It is likely that anthropogenic influences have led to warming of extreme daily minimum and maximum temperatures on the global scale. There is medium confidence that anthropogenic influences have contributed to intensification of extreme precipitation on the global scale. It is likely that there has been an anthropogenic influence on increasing extreme sea levels via mean sea level contributions. There is low confidence in attribution of changes in tropical cyclone activity to anthropogenic influences. [3.3.1, 3.3.2, 3.4.4, 3.5.3, Table 3.1]

Dat is geworden (vet wijkt af van het concept):

There is evidence that some extremes have changed as a result of anthropogenic influences, including increases in atmospheric concentrations of greenhouse gases. It is likely that anthropogenic influences have led to warming of extreme daily minimum and maximum temperatures on the global scale. There is medium confidence that anthropogenic influences have contributed to intensification of extreme precipitation on the global scale. It is likely that there has been an anthropogenic influence on increasing extreme coastal high water due to increase in mean sea level. The uncertainties in the historical tropical cyclone records, the incomplete understanding of the physical mechanisms linking tropical cyclone metrics to climate change, and the degree of tropical cyclone variability provide only low confidence for the attribution of any detectable changes in tropical cyclone activity to anthropogenic influences. Attribution of single extreme events to anthropogenic climate change is challenging. [3.2.2, 3.3.1, 3.3.2, 3.4.4, 3.5.3, Table 3.1]

Eerst de uitspraak over hoogwater. Deze is vaag want wat bedoelt IPCC met ‘anthropogenic influences’? Die term is niet gedefinieerd in de SPM. De eerste zin van bovenstaande citaat komt  het dichtst bij:

There is evidence that some extremes have changed as a result of anthropogenic influences, including increases in atmospheric concentrations of greenhouse gases.

De term ‘Antropogene invloeden’ houdt dus meer in dan alleen broeikasgassen. Elders wordt naast broeikasgassen veranderd landgebruik genoemd. Het is moeilijk aannemelijk te maken hoe veranderd landgebruik kan leiden tot hoogwater. Het IPCC suggereert hier dus waarschijnlijk (likely) dat broeikasgassen hebben geleid tot zeespiegelstijging en dat die stijging leidt tot meer hoogwater langs kusten. Ik ben benieuwd naar de data waarmee ze dat in het rapport onderbouwen. Is er namelijk bewijs dat er vaker hoogwater is?

Dan de passage over orkanen. Die is ook omgegooid. Bedenk dat low confidence een kwalitatieve uitspraak van de auteurs is. Ik ben benieuwd hoe Roger Pielke jr hier op gaat reageren. Wat er staat is niet alarmerend maar volgens mij is de onderliggende wetenschap veel duidelijker. Er had net zo goed het volgende kunnen staan:

There is high confidence that there is no trend in cyclone activity over the past century, let alone changes that can be attributed to the emission of greenhouse gases.

Dit reflecteert volgens mij veel beter de stand van de wetenschap.

Dan is er als laatste nog een zinnetje toegevoegd aan deze alinea die we de komende jaren nog veelvuldig nodig hebben:

Attribution of single extreme events to anthropogenic climate change is challenging.

Dit is IPCC-taal maar vertaald betekent het: extreme weersfenomenen kun je niet aan AGW toeschrijven. Dus de eerst volgende keer dat we een hittegolf hebben in Moskou, een overstroming in Pakistan of Brisbane, een orkaan in de VS, denk dan terug aan deze zin.

Rampen
In de passage over schade door rampen zijn ook wat wijzigingen opgetreden. Eerst het concept:

Increasing exposure of people and economic assets is the major cause of the long-term changes in economic disaster losses (high confidence). Long-term trends in normalized economic disaster losses cannot be reliably attributed to natural or anthropogenic climate change, particularly for cyclones and floods (medium evidence, high agreement). This conclusion is contingent on a number of factors: (i) data availability, as most data are available for standard economic sectors in developed countries; (ii) type of hazards studied, as most studies focus on cyclones, where confidence in observed trends and attribution of changes to human influence is low; (iii) the processes used to normalize loss data over time; and (iv) record length. [4.5.3]

En dat is geworden:

Increasing exposure of people and economic assets has been the major cause of the longterm increases in economic losses from weather- and climate-related disasters (high confidence). Long-term trends in economic disaster losses adjusted for wealth and population increases have not been attributed to climate change, but a role for climate change has not been excluded (medium evidence, high agreement). These conclusions are subject to a number of limitations in studies to date. Vulnerability is a key factor in disaster losses, yet it is not well accounted for. Other limitations are: (i) data availability, as most data are available for standard economic sectors in developed countries; and (ii) type of hazards studied, as most studies focus on cyclones, where confidence in observed trends and attribution of changes to human influence is low. The second conclusion is subject to additional limitations: (iii) the processes used to adjust loss data over time, and (iv) record length. [4.5.3]

Hier is verreweg de belangrijkste verandering die van ‘cannot be reliably attributed’ in ‘have not been attributed’. Deze wijziging zal Pielke jr zeer plezieren omdat het veel meer recht doet aan de literatuur. Als je de trends in economische schade normaliseert (dat wil zeggen dat je rekening houdt met bevolkingsgroei en toegenomen kapitaal in kwetsbare gebieden) dan blijft er geen signaal over dat je aan klimaatverandering kunt toeschrijven. De literatuur (veel studies van Pielke jr en ook een review artikel van Laurens Bouwer van de VU) is daar heel duidelijk over en de wijziging in ‘have not’ is dus terecht.

Vermoedelijk als compromis is er vervolgens aan toegevoegd dat “a role for climate change has not been excluded”. Dit is een dooddoener van jewelste. Soortgelijke kanttekeningen zou je dan op veel meer plaatsen in de SPM moeten maken omdat vrijwel geen enkele claim in dit veld keihard is. Waar je een rol ziet voor AGW zou je er dan aan toe moeten voegen: “but a rol for natural climate change has not been excluded.”

Al met al is deze SPM een vooruitgang ten opzichte van het vierde IPCC-rapport waarin het IPCC op basis van een niet peer reviewed artikel claimde dat broeikasgassen hadden geleid tot meer schade door orkanen. Pielke jr wijdde hier een hoofdstuk aan in zijn boek The Climate Fix. Ook in H6 van mijn boek De staat van het klimaat wordt deze fout van het IPCC uitgelegd.
